Louisiana just secured a major victory for students and families. The U.S. Department of Education has awarded Louisiana $15 million through its Education Innovation and Research (EIR) program to expand high-dosage literacy tutoring statewide. What This Means for Louisiana Families
The Louisiana Department of Education announced that this five-year study will serve approximately 4,500 students in grades 1-2 who are reading below grade level. Schools across rural, urban, and suburban settings, including both traditional public schools and charter schools, will participate, with at least 25 percent in rural communities.
This grant recognizes what Louisiana families already know. Targeted, intensive tutoring works. Louisiana has climbed from 50th to 16th in the nation on The Nation’s Report Card for 4th-grade reading, and this federal investment will help accelerate that momentum.
Studyville’s Role: Building Louisiana-Aligned Curriculum
As a key partner alongside Air Reading and Johns Hopkins University, Studyville will align its Louisiana-based curriculum to support this research initiative.

How High-Dosage Tutoring Changes the Game
It is well established from a variety of studies that high-dosage tutoring is one of the most effective interventions for students who are behind. According to the Education Recovery Scorecard from Harvard and Stanford, Louisiana now holds the highest ranking in the nation for reading growth. Students here have fully recovered academically from pandemic setbacks, while many other states still lag behind.
Louisiana lawmakers have committed $70 million over the past two years to expand this approach, and now the federal government is investing to study how to make it work even better across different communities.
Key elements driving Louisiana’s success include:
- Science of reading-aligned instruction: Louisiana adopted a phonics-based approach that transformed how reading is taught.
- High-dosage tutoring: Intensive, consistent support for students who need it most.
- Parent engagement: Tools and resources to support reading at home.
- Universal screening: Students are screened three times a year to identify and address reading gaps early.
A National Model Starts Here
U.S. Secretary of Education Linda McMahon, who launched her “Returning Education to the States” tour in Louisiana earlier this year, highlighted the state’s leadership in evidence-based literacy instruction. This grant positions Louisiana and Studyville to develop a roadmap for scaling effective tutoring nationwide.
As Johns Hopkins University Deputy Director Amanda Neitzel noted, “this rigorous evaluation will demonstrate how partnerships between state agencies, tutoring providers, and local districts can deliver results for students.”
